The Human Resources Directorate established to
render support services and coordinate all programme of the
Organisation made tremendous impact in the overall function of SON.
Some of the notable areas where success was achieved include;
(ii) Documentation/Records Management
The Directorate through intense efforts was able to transcend above
the usual administrative bottlenecks witnessed in
Documentation/Records Management in the previous years. Various
skills required for enhanced job performance were acquired by the
schedule officers in the Registry, through training.
In line with the current tempo of activities in respect of
management of Government’s Records in the Service in preparation for
the impending Public Service Reforms Programme (PSRP), intense
efforts have also been made to:
(i) Maintain and regularly up date the Basic Operational Nominal
Rolls.
(ii) Improve on the filing system
(iii) Update the Gen. 60 of serving and non-serving staff,
particularly updating of Gen. 60 for non-serving staff have been
completed.
(iii) Creation of other relevant specialized Nominal Rolls are still
in progress.
(iii) Promotion
In order to reward hard work and encourage greater commitment by
staff are being promoted from time to time.
(iv) Confirmation of Appointment
(v) Discipline
The Directorate, in order to ensure that staff conduct themselves
within the confines of the existing rules and regulations, had
implemented appropriate punitive measures on staff found to have
contravened existing service rules. About 42 disciplinary cases were
treated and concluded during the year.
(vi) Training
Training of staff to acquire the appropriate skill to enhance
productivity received adequate attention in the year under review. A
total of 99 officers were trained both locally and internationally.
In- house programmes were also organized to broaden the scope of
individual staff. These programmes were attended by officers in the
Organisation from GL 06 - 17 in various disciplines. The
Organisation was also involved in bilateral/training programmes with
international bodies such as UNIDO and other reputable research
institutes.
(vi) Welfare
The Directorate within available resources ensured that staff
welfare received paramount attention. Welfare services such as
provision of functional transportation, Insurance Scheme and Medical
facilities (First Aid Bay) were on ground to boost staff morale in
the course of discharging their routine responsibilities. Through
the Directorate, the Organisation assisted a number of officers by
offsetting their medical bills during the year.
(vii) Sanitation/cleaning
As a result of the growing image of SON, the Directorate has made it
a point of duty to maintain not only a conducive and serene working
environment, but also an atmosphere devoid of filthiness.
(viii) Security
In order to maintain efficient and effective security network, the
Directorate had evolved new measures to safeguard life and property.
Steps were taken to employ experienced hands for re- engineering of
the Security Unit
(ix) Office Materials Equipment and Furniture
The Directorate through the support of the Administration has
adequately met most staff need in this area, in spite of limited
resources. However, Other pending needs would be addressed when
funds are available.
